MANILA - Senator Leila de Lima and the Commission on Human Rights (CHR) condemned Wednesday an anti-drug operation in Pasay that left dead a pedicab driver, who allegedly showed no signs of resistance towards arresting officers.
Video from the crime scene shows a policeman waiting outside the door of the house where suspect Eric Sison, 20, tried to hide.
The policeman, who had his back to the camera, was shouting, "Bibilangan kita ng tatlo, 'pag hindi ka lumabas, puputukan kita." [I'll count up to three, if you don't come out, I'll shoot you.]
From behind the door, Sison replied, "Ito po, ito po! Susuko na ako!" [Here, here! I'll surrender.]
His reply, however, was drowned by the sounds of successive gunshots.
In a statement, the CHR said Sison's death casts doubt on police claims that drug suspects are mostly killed during police operations because they resisted arrest.
The group also urged the national police to investigate the case, where "it appears that excessive force is used."
De Lima, on her part, said Sison's death is an apparent case of summary execution.
"I have not seen the video but as you described it to me, it is clear na illegal 'yan," she said.
"Criminal act 'yan na basta basta mo na lang papatayin, na susuko walang kalaban laban.
That is certainly a summary execution." [It is clearly a criminal act when you kill someone defenseless and who wants to surrender. Thant is certainly a summary execution.]
De Lima said the case may be taken up by the ongoing Senate investigation on the alleged rampant killings of drug suspects in President Duterte's campaign against criminality and narcotics.
